This workshop will address the SPP arrangements already in place for U.S.and Canadian troops to be used against civilians in either country in the event of a"civil emergency," including hurricanes, health, and special events like SPP. It will examine the plans for a single North American border perimeter, potentially eliminating borders east and west. Speakers will provide information on the command and control operations by the U.S. military, including "live exercises" involving the military, police and first responders. Speakers to include activists from Buffalo, New York and Canada, who participated in the actions against SPP in Canada in 2007, and from New Orleans, on use of the military against civilians during Katrina and since.
